You can create your web page (HTML / CSS) and then print it to PDF, if you mean manually saving it as a PDF. Or you can install a utility like WKHTMLtoPDF and pass it a website from the web. Essentially, the web server, usually linux, passes the link to it, and it converts it to a PDF file (with working links usually!). It’s pretty good. There are other tools out there to do the same. And even if they don't, they are able to get PDFs from an application store for free. Even some applications on Android will provide PDF previews.
