You can create your web page (HTML / CSS) and then print it to PDF, if you mean manually saving it as a PDF. Or you can install a utility like WKHTMLtoPDF and pass it a website from the web. Essentially, the web server, usually linux, passes the link to it, and it converts it to a PDF file (with working links usually!). It’s pretty good. There are other tools out there to do the same.
