Do I have to write notes to a handout I already understand when I read it? In English, the key points, we have to understand in an exam, are on the PDF, but I think, I spend too much time on writing notes to it even through it isn't that complex

Taking notes is the worst way to learn and link concepts than just about anything but not taking notes and ‘just reading’. Taking notes during a lesson or lecture is a false economy, and has been ever since we’ve had the technology to replicate them by machine, because you are wasting your contact time with the instructor. The reason that people take notes is that ‘just reading’ is an incredibly poor way to learn anything properly. You learn things by doing them, not reading about them. Taking notes is a proxy for doing things, and it is probably a very efficient one for most people, but if you find it boring, then don’t do it. Or rather, do it. Not taking notes, but doing whatever helps you learn and link concepts. For mathematics, that means solving problems or proving theorems, not writing down formulae. For sciences, much the same. Rather than write a note on the Battle of Hastings (1066), write an essay or story which includes the facts you need. Read it to a willing victim. But whatever you do, don’t ‘just read the material’. Read the material before the lesson/lecture. Twice if possible, once when you get the text and once just before. Don’t bother with notes. Take what notes you have the capacity for during, but that may be a key word every two minutes. And if you do, read them, or reorganise them.

But do not write them down. If you want to be good, you must think like a student, not like a teacher. If you have a question, read the book first to the answer, then ask. If you find that reading the book is too daunting, do it quickly to save your brain energy. And you must never make notes that you do not know how to interpret accurately. You must never make notes on the wrong things. You must always pay a lot of attention to what you read and memorize and make sure that you write about the things that you are curious about. If you can do this, you are doing as well as a student should. That should be your aim. However, it is also your responsibility for what you do next. If you read more and make an effort to write down what you do not.
