My conclusion is that I would recommend you not to delete the file that is submitted to your teacher. If your Drive’s storage is almost full though, and you want to delete stuff then you should wait your teacher to finish grading your assignment and then, if you want, you may keep the file on your device by downloading it and then you may delete your file in the Drive.
